American Clean Energy and Security Act (ACES or HR 2454).

the Partnership for a Green City's Climate Action Report, and to
invest in federal stimulus $ into energy efficiency and green jobs.

efficiency and the development of renewable energy sources, plus
programs to retrain coal industry workers for green jobs, such as
insulating homes and installing more efficient furnaces and AC units.
